What has China Unicom guided for 2026?

Management gave its 2026 plan on 19 March. It calls for RMB50 billion of capital expenditure, with more than 35% for computing power. In August, management said full-year employee-benefit expenses should remain stable and the profit decline should narrow significantly. The 2025 spending promise was close: guidance was about RMB55 billion and reported capital expenditure was RMB54.2 billion.

Investment in computing power, share of CAPEXYear to Dec 202635.0%Mar 19, 2026

What this means. The company says investment in computing power will be more than 35 percent of its capital spending, so 35 percent is only the minimum, not the exact amount.

Did China Unicom keep its 2025 spending promise?

Management guided to about RMB55 billion of capital spending for 2025. It later reported RMB54.2 billion for that year. Shareholder distributions rose in 2025, but the board declared no interim dividend for the first half of 2026. Promises are therefore best judged against both spending and the eventual full-year distribution.

What is China Unicom’s eight-quarter revenue and profit trend?

For the quarter ended September 2026, revenue was RMB93.3 billion, compared with RMB92.8 billion a year earlier. Shareholder profit fell from RMB5.5 billion to RMB3.8 billion, a decline of about 31%.

What this means. Revenue includes the company's finance business, so it is not just money from its main business.

What should China Unicom watchers look for next?

For the year ending 31 December 2026, compare the full-year profit decline with employee expenses. A much smaller profit decline alongside stable annual employee costs would support management’s explanation that spending was brought forward. If costs remain high and the profit decline stays close to the nine-month rate, the weakness will look less temporary.

The annual report should also show whether total spending stayed near plan, how much went to computing and how much operating cash remained after investment. Investors should compare computing revenue with utilisation and cash collection: a full data centre is encouraging only if customers pay enough and pay on time.
